The Village of Lake Zurich does hereby invite sealed bids for Paulus Park, located at 200 South Rand Road. This project will be constructed under two separate bid packages, Base Bid #1: Site Work and Base Bid #2: Architecture. The work in both bid packages will be constructed simultaneously.
Base Bid #1: Site Work
Work will include site preparation, construction fencing, temporary soil erosion and sediment control, site removals and clearing, earthwork, utilities (water, sanitary, storm, electric and fiber), concrete paving, curbs, footings and foundations, recirculating splash pad with LifeFloor tiles, amphitheater with stone veneer columns and wall, ADA ramp with cast-in-place concrete retaining wall and handrails, baggo courts, site furnishings, native plantings, turf grass seeding, and landscaping plantings.
Base Bid #2: Architecture
Work will include demolition of existing guard building and construction of new building with family restroom. The building will contain the splash pad mechanicals and pumps, cost for these components will be included with Base Bid #1.

Bids will be accepted at the Village of Lake Zurich, 70 East Main Street, Lake Zurich, Illinois 60047, during regular office hours. All bids must be submitted in a sealed envelope marked with the Contractor’s name and address, and “Village of Lake Zurich, Paulus Park,” on the face of the envelope. Bids must be received no later than 10:00 AM on March 28, 2025. Bids will be opened on March 28, 2025 at 10:01 AM at the Village of Lake Zurich, 70 East Main Street, Lake Zurich, IL 60047. All bidders will be required to submit Bid Security in the form of a Bid Bond, Certified Check, of Cashier’s Check in the amount of 10% of the Base Bid, payable to the Village of Lake Zurich.
The Village of Lake Zurich reserves the right to reject any and all proposals, parts of any and all proposals, or to waive technical errors or omissions in submitted proposals. No submitted bid may be withdrawn until a period of sixty (60) days after the bid opening date, without written consent of the Village of Lake Zurich. The Village of Lake Zurich encourages minority business firms to submit bids on this project and the successful contract bidder utilizes minority businesses as sub-contractors for supplies, equipment, services, and construction.
The Village of Lake Zurich will award the contract(s) to the lowest most responsible and responsive Bidder, for each base bid, base bid plus any accepted alternates, or any combination thereof as determined by the Village of Lake Zurich to be in its best interests. In considering the Bidder’s responsibility, the Village of Lake Zurich may evaluate, among other factors, the ability of the Bidder to provide experienced labor sufficient in numbers to timely and properly complete the services, the financial capability of the Bidder, and the performance of the Bidder on other projects.
The successful bidder(s), as determined by the Village of Lake Zurich, shall be required to pay, and to agree to pay no less than the Prevailing Rate of Wages, pursuant to the Illinois Prevailing Wage Act (820 ILCS 130) for the locality of the Village of Lake Zurich, (Lake County), to each laborer worker, or mechanic needed or used to complete the work as detailed in the contract to be let. The successful Contractor(s) and all subcontractors shall be required to submit certified payrolls to the State of Illinois.
The successful Contractor(s) shall be required to comply with all applicable federal, state, and local laws, rules, regulations, and executive orders, including but not limited to those pertaining to equal employment opportunity.
