The Northfield Park District does hereby invite sealed bids for Willow Park, located at 401 Wagner Road.
This project will be constructed under two separate bid packages, Base Bid #1: Site Work and Base Bid
#2: Architecture. The work in both bid packages will be constructed simultaneously. Perspective bidders
may provide a proposal for both or only one bid package.
Base Bid #1: Site Work
Work will include site preparation, construction fencing, temporary soil erosion and sediment control, site
removals and clearing, earthwork, storm sewer utilities, concrete paving, curbs, abutments and footings,
crushed stone paving, artificial turf play surfacing, fitness equipment, gaga ball pit, batting cage, disc golf
site furnishings, pedestrian bridge, landscape planting, and turf grass seeding.
Base Bid #2: Architecture
Work will include construction of gazebo, electrical, lighting, and concrete footings.
Project manuals, including bid form, specifications, and construction documents are available for viewing
and download after 10:00 AM on Wednesday, January 29th from the Hitchcock Design Group Planroom
(www.hitchcockplanroom.com) administered by Accurate Reprographics (2368 Corporate Lane, Suite
100, Naperville, Illinois 60563 – 630.428.4433) at no cost to the bidder.
Bids will be accepted at the Northfield Park District, 401 Wagner Road, Northfield, Illinois, 60093,
during regular office hours. All bids must be submitted in a sealed envelope marked with the Contractor’s
name and address, and “Bid for Willow Park” on the face of the envelope. Bids must be received no later
than 10:00 AM on Wednesday, February 26th. Bids will be opened at 10:01 AM on Wednesday, February
19th at the Northfield Park District, 401 Wagner Road, Northfield, Illinois, 60093. All bidders will be
required to submit Bid Security in the form of a Bid Bond, Certified Check, or Cashier’s Check in the
amount of 10% of the Base Bids, payable to the Northfield Park District.
The Northfield Park District reserves the right to reject any and all proposals, parts of any and all
proposals, or to waive technical errors or omissions in submitted proposals. No submitted bid may be
withdrawn until a period of sixty (60) days after the bid opening date, without written consent of the
Northfield Park District. The Northfield Park District encourages minority business firms to submit bids
on this project and the successful contract bidder utilizes minority businesses as sub-contractors for
supplies, equipment, services, and construction.
The Northfield Park District will award the contract(s) to the lowest most responsible and responsive
Bidder, for each base bid, base bid plus any accepted alternates, or any combination thereof as determined by the Northfield Park District to be in its best interests. In considering the Bidder’s responsibility, the
Northfield Park District may evaluate, among other factors, the ability of the Bidder to provide
experienced labor sufficient in numbers to timely and properly complete the services, the financial
capability of the Bidder, and the performance of the Bidder on other projects.
The successful bidder(s), as determined by the Northfield Park District, shall be required to pay, and to
agree to pay no less than the Prevailing Rate of Wages, pursuant to the Illinois Prevailing Wage Act (820
ILCS 130) for the locality of the Northfield Park District, (Cook County), to each laborer worker, or
mechanic needed or used to complete the work as detailed in the contract to be let. The successful
Contractor(s), and all subcontractors shall be required to submit, to the Northfield Park District, certified
payrolls no later than the tenth day of each calendar month for the immediately preceding month.
The successful Contractor(s) shall be required to comply with all applicable federal, state, and local laws,
rules, regulations, and executive orders, including but not limited to those pertaining to equal employment
opportunity.
